Why local knowledge changes the rating
London is not one building stock, it is dozens, and the same floor area can rate two bands apart depending on how it was built. A solid-brick Victorian terrace in Newham, a 1930s cavity-wall semi in Harrow, an electrically heated conversion flat in Camden and a new-build apartment on a communal heat network in Wembley each score in predictable ways. Knowing which stock we are walking into means we know which evidence to look for — insulation records, boiler dates, glazing certificates — so the rating reflects the property properly rather than defaulting to the worst assumption.
